[Gradebook] Add time signature sort function

Problem statement:

This request concerns our independent site https://canvas.sussex.ac.uk/courses/33403. We use this Canvas site every year for our Geography field classes. It is essential that we can sort/filter all submissions via their time signature (i.e. date and time).

Proposed solution:

Design and add sort function/filter according to date and time of submission to allow for fair allocations. This is currently not possible. The only way to see the time and date of submission is by downloading each individual submission and making a separate note elsewhere. We have up to 90 submissions annually so manual allocations are not an option. I would hope that this (simple!) function would also be of benefit to other users.

Problem statement:

Would like to suggest an option to sort assignments by date submitted in the gradebook. This will provide another way to grade assignments in the order in which they were submitted when SpeedGrader will not load in a large course and course sections are intentionally not being used for other reasons.

Proposed solution:

There are already "sort by" options in the gradebook and it would be helpful if one more option was added: date submitted. This would be useful for viewing/comparing side-by-side for when students consistently submit their work prior to or after the deadlines.
