[Gradebook] Assignment Comments

Problem statement:

I cannot use the "Comment Library" from the Gradebook page. I must go to SpeedGrader.

Proposed solution:

When in SpeedGrader, I can utilize the "Comment Library", but I would like to utilize the comment library from the "Gradebook" and not have to go to the SpeedGrader to input the comment.
