[Gradebook] Better UX for menu in The Gradebook

Problem statement:

It would improve the user experience if it were clear in the Canvas interface, in the Gradebook, that there is a menu to the right of every assignment name in the table. Right now, many users miss it. You only discover it if you hover around (if you navigate with the mouse). The menu that's "hidden" also has quite important content. The mouse-over text says nothing about a menu. So, to update that would improve usability also.

Proposed solution:

Make the three dots exposed as default.
