[Gradebook] Filter View - View only assignments assigned to each section

Problem statement:

Assignments given only to certain sections of a crosslisted course appear in the gradebook for all sections - not just the section to which they were assigned. This is regardless of the section filter status.

Proposed solution:

Create a filter to only show assignments given to a particular section while hiding any others.

Rationale: Sometimes sections or individuals receive a different version of a base assignment. The proposed solution would significantly help to declutter the gradebook view thereby improving teacher efficiency and morale.
