[Gradebook] Filter for Submissions

We really like the new 'Filter' option in the gradebook, but the 'submissions' filter is a bit limiting. It would be much better if it also filtered which students have submitted or not submitted. Currently it only displays or hides the assignment column in the gradebook. Often tutors want to quickly establish who has not submitted. If it could filter the students as well as the column, this would be really beneficial.
