[Gradebook] Improve Gradebook Usability: Get Rid of the Double Scrollbar

Problem statement:

Hi, From time to time, on a smaller screen, two scrollbars appear in the gradebook on the right: One for the web page, and one for the gradebook table. The horizontal scrollbar is not always visible. You have to scroll to the bottom of the web page to see it (with the scrollbar for the web page). It makes the Gradebook feel clunky and inefficient to navigate.

Proposed solution:

The gradebook should just scroll up and down like a normal webpage. The horizontal scrollbar works great and should always be visible, and there should only be one vertical scrollbar.
