[Gradebook Settings] exclude assignments that do not count towards the final grade from the late penalty

This idea is to focus the late policy on graded assignments.  Those activities that are marked "do not count towards the grade" should not be subject to the late penalty.  Seeing a late penalty sends the wrong idea to students about the value of repeating practice activities (such as quizzes) for which the grade does not count.
