[Gradebook] Skip Excused Students When Messaging "Students Who..."

Problem statement:

This is the feature I am referring to: https://community.canvaslms.com/t5/Instructor-Guide/How-do-I-send-a-message-to-students-from-the-Gra... In Canvas Markbook, when I "message students who... have not yet submitted", the message goes out to students who have been excused from the task. I have to manually remove them from the recipient list. I can't think of a use case scenario where a teacher would want to get an identical message to all the students who haven't submitted + all they ones they have already excused from the task.

Proposed solution:

I was wondering if that can be changed so that students who are excused are not automatically included in the "message students who... have not submitted" function.
