[Groups] Allow Self-Selection into Group size of one student

Problem statement:

When setting up self-selecting groups, the group size has to be 2 or more.

Proposed solution:

I would like to have each individual student in my class choose a unique topic for an assignment. If self-selected group sizes of one were allowed then I could then have students select their desired topic (in the form of a group name) and post more detailed information or instructions related to that topic in an announcement specific to that group of one. This would keep other students from choosing the same topic.
