[Groups] Fix Groups Navigation to Reflect Same Rules as Course Navigation (Don't Show Disabled Menu options)

Problem statement:

In a Course that uses Groups, you may have a Navigation option (ex: Collaborations) that is turned off for Students etc, in the normal course but once the Student goes into their Group the 'turned off' nav option shows up in the Navigation.

Proposed solution:

If a Navigation option is turned of for a course (via Navigation admin) then that same option should Also be turned of when the student is in the Groups view!

Hi @Rjohnson501 - Thanks for sharing your idea! With the inconsistent navigation menus, what kind of challenges arise with your courses? What are you trying to solve when the navigation from the course is not the same as the groups? Adding a little more clarification to your initial thread or in a comment will help the Product Team better understand your proposal. Thanks!
