[Modules] "Assign to" Student Groups with Modules

Problem statement:

Allow teachers to use modules and pages 'Assign to' feature to assign these to student groups.

Proposed solution:

Allow teachers to use modules and pages 'Assign to' feature to assign these to student groups for those that don't have sections to assign to.

Thanks for sharing this idea with the Community. 

Because [Pages] Differentiated Pages is an existing idea, please revise this thread to focus on the Assign To ability within Modules.

Also, in the Problem Statement, please share some challenges that you experience without the capability. What would you gain by having it?
