[New Analytics] Missing assignment search, school wide

Problem statement:

In order to allow academic counselors and administrators to help identify students who are in need of intervention, getting an idea of how many assignments students are missing school-wide would be helpful. As an independent study high school, we need to be able to identify students who are falling out of compliance.

Proposed solution:

Allow admin who are using analytics to run a report similar to the missing assignments report that can be run in courses but for every course in the school at one time.

This should be possible using the "Submissions Breakdown" chart (and drilling into the missing data) in the "Students" tab of Admin Analytics
