[New Quizzes] Add the ability to disable access to the quiz log

Problem statement:

Auditing the quiz logs can sometimes be used to the detriment of the student if they are used for verifying academic integrity without taking into consideration the limitations. Also, quiz log access can be enabled or disabled and locked or unlocked for Classic Quizzes, so for feature parity, New Quizzes should have this same setting.

Proposed solution:

Include a Feature Option to enable or disable quiz log auditing for New Quizzes. Allow it to be locked or unlocked.
