[New Quizzes] Allow Student-created quizzes

As a instructor, I would like to set an assignment where students could use the new quizzes lti to create their own quiz questions. 

Those questions could populate a quiz bank. 

As a teacher, I could create a quiz from the student questions. 

Not a new idea...

I support this idea!

It would help us use quiz as an formative tool and also help students to be prepared for summative assessment by examine the quiz tool and get a deeper understanding of the course content by formulating questions.
