[New Quizzes] Allow regrading of multiple dropdown questions

Problem statement:

Canvas does not allow multiple dropdown questions to be regraded. Instead, the original answer is always shown, and the instructor has no ability to change it, even before students see their answers.

Proposed solution:

Canvas should allow the ability to regrade multiple dropdown questions.
