[New Quizzes] Build on Last Attempt Point Deduction

Problem statement:

Some instructors would like the Build on Last Attempt feature to be further customized to give students an opportunity to make up some, but not all, points on their second attempt.

Proposed solution:

An additional setting to adjust the fraction of points the instructor would like to award for students who answer correctly on "build on last attempt" attempts.
