[New Quizzes] Duplicating banks with Tags

Problem statement:

When duplicating banks in Canvas, currently tags/metadata do not duplicate along with the questions.

Proposed solution:

Solution: Code the tags so they also duplicate in their questions. Why: Having several banks with thousands of questions and a need for duplicating banks for testing, update purposes and more due to New Quiz permission issues, users don't have a way to filter the banks without the tags.
