We've recently learned that when students are taking a quiz in the "New Quizzes" format that includes essay questions, the view log shows that the student has "stopped viewing the quiz-taking page" and "resumes" after they have finished typing. I submitted a ticket regarding this issue, and the Canvas Instructure representative informed me that this is a known issue by product management that will eventually be corrected. Unfortunately, until this is resolved it's an intended behavior.
As an instructor, if applicable, enable a proctoring feature that is accessible to lock down the browser. This will ensure that the student isn't able to leave the testing page. This is my recommendation until Canvas Product Managers are able to resolve this issue.
