[New Quizzes] Improve viewing of student results in New Quiz, but adding menu options and navigation buttons
When a teacher wants to view student responses and marks for a New Quiz, they either have to go to the SpeedGrader and look at questions one by one, or go to the Moderate screen (after clicking on Quiz, then click on Build then click on Moderate). And in Moderate, to look at student responses, they have to click on the attempt then to view another student they need to back out of that student to the Moderate page and select another student. None of these are good user experiences.
1. The three dots menu on right of Quiz name should have "Moderate" option as well as "Build" and "SpeedGrader". 2. The attempt viewing screen (after selecting an attempt in the Moderate screen) should have navigation buttons to move backward and foward between Students and possibly attempts. Similar to top-right of SpeedGrader allows navigation between students.
