[New Quizzes] Minimum Time Required

Problem statement:

Students are submitting quizzes without giving the quiz an honest try to just get past it. A student submitted a quiz in 20 seconds to get past it so they could get to the next assignment that was worth more points towards their grade.

Proposed solution:

Can we put a minimum required time amount on a quiz so students are forced to spend time looking at the questions before they submit the assignment.
