[New Quizzes] Missing features that impact error mitigation and "system gaming".

Problem statement:

Problem 1: In quiz / test averaging mode, there is no means to clear a quiz should a student launch a quiz and encounters a problem that results in a submission issue based on problems with Respondus and/or Canvas integration. Migrated from Blackboard last semester and BB allows clearing. Problem 2: In quiz select max mode, there is no simple method to set an adaptive release on a quiz directly in when set to record the max score in a multi-attempt scenario. In BB, I'm able to configure a set of adaptive release fields to the student needs to score above a minimum threshold before being allowed to retake the test. This discourages "gaming" the system in a max implementation. Prior to setting min thresholds in Blackboard, I've seen instances where students launch an exam, submit it with a zero score, then relaunch with exposure to the first. Averaging mode tends to discourage this, but I also implemented it in Blackboard. The suggested work around was to configure multiple exam links -one for each permitted attempt, assign one per module dedicated to the exam and implement adaptive release with that configuration, but it creates other issues.

Proposed solution:

Problem 1: Provide a means to clear a test attempt in the averaging mode. See above for rationale. Problem 2: Provide an adaptive release function for quizzes/tests configured to record the max score. See above for rationale.
