[New Quizzes] Moderate Log should show submitted date, not just time

Problem statement:

When viewing the log of a student's (New Quizzes) quiz attempt, the date and time they began the attempt is shown at the top after "Began". At the bottom, it says "Finished at", but only the time is shown (along with the amount of time the attempt took), as if the date can be assumed based on the date the attempt was started. In cases where quizzes are open for multiple days with no time limit, students can come back to a quiz after hours or days to complete an attempt. Having no date shown with the submitted time can be misleading for an instructor trying to view quiz submission time and date quickly while inspecting the log.

Proposed solution:

Include a date along with the "Finished at" time at the bottom of the New Quizzes Log screen.
