[New Quizzes] Simple navigation to specific questions in Speedgrader

Problem statement:
In classic quizzes, when instructors are grading a submission in Speedgrader, a list of question numbers with hyperlinks to the actual questions appears at the top of the page. This allows the instructor to easily navigate to any question in the quiz. Nothing comparable is available in New Quizzes. Instructors and graders must scroll through the quiz to locate the specific questions they want to work with.
Proposed solution:
When viewing/grading quiz submissions in new Quizzes, provide instructors and graders with a simple mechanism for navigating to any question in the quiz by question number. As an enhancement, you might also consider supporting navigation by question title
