[New Quizzes] change passcode without needing to "build"

Problem statement:

I would like to see the settings for Canvas Quizzes on the first screen after a click. I should not have to "build" the assessment to change the settings.

Proposed solution:

Place all settings in the same place along with point value, dates assigned etc.
