[New Quizzes] easily navigate to manually graded questions

Problem statement:

In Classic Quizzes, when grading a quiz in Speedgrader, the formatting of the question numbers allows instructors to easily distinquish and navigate to manually graded questions. In New Quizzes, an "i" (information) box at the top of the page gives the question numbers for manually graded questions, but the instructor must scroll through the quiz to locate them.

Proposed solution:

Add hyperlinks to the question numbers in the information box that take instructors directly to the specified question.

We haven't used New Quizzes enough yet, but would be great to have this improvement before our teachers really start using it!

This seems like a no-brainer.  I hope it's a simple update so that this can be incorporated sooner rather than later.
