[New Quizzes] export quiz item rationales

Problem statement:

In New Quizzes, you can export the quiz and answers as a pdf, but not rationales. I often have to update rationales with AI or analyze them to update the test plan, but have to cut and paste individually.

Proposed solution:

Create an option to export the quiz item rationales for coding and analysis purposes
