[Notifications] New Quizzes notification for assignments needing moderation

Problem statement:

The categorization type question has been malfunctioning, so students quizzes aren't getting graded automatically. I have discovered that if I go to the quiz' moderation tab, I can see who has attempted it and how they did on all the other questions. Having a notification for items in need of moderation would be extremely helpful. I cannot constantly check the moderation tab of multiple quizzes for the rest of the semester, and students don't always tell me when something isn't working right.

Proposed solution:

Have a notification for quizzes needing moderation.
