[Outcomes] Add Optional "Long Descriptions" to Each Proficiency Rating of an Outcome

Currently when creating an Outcome, you can enter Proficiency Ratings and points, but there isn't an option to include a long description of a criteria. Thus, when adding Outcomes to rubrics, there isn't a field that corresponds to the "Rating Description" for each Rating. This results in either having a long "Rating Title" that includes the description details that helps students know more about the rating and helps instructors know details for assessment or a short title that doesn't provide insight into the specific Rating. This also causes design inconsistencies, especially when rubrics are a mix of Outcome criteria and non-Outcome criteria. With the non-Outcome criteria, we can keep the title short with more details in the description. This also results in only the title being bold while the description is not. However, with Outcomes you either have a short title that is bold with no description or a long title that includes the description details and results in it all being bold.
When creating an Outcome, add an additional input for each Proficiency Rating to provide an optional long description. This field would be connected to the Rating Description part of the Rating in a Rubric. This would allow for consistency in design of non-Outcome criteria and Outcome criteria in rubrics.
