[Outcomes] Allow outcomes to be added to an assignment without rubrics

Problem statement:

Teachers need to be able to add an outcome to an assignment without making a rubric. For example, we have many subjects, such as math, that don't use rubrics or quizzes, and so they need to have their assignments tied to outcomes but without a rubric. Also, feedback so far is that clicking on the rubric for every student is very slow and tedious, especially since our teachers have hundreds of students,

Solution: Allow a way for outcomes to be added to an assignment without a rubric or without making it a quiz.
