[Peer Review] Between groups

Problem statement:

In courses with large numbers of students, groups are often formed so that students do not become isolated and so that assignments can be completed together to reduce the number of assignments. In these situations, peer review between groups becomes especially important. When a group has submitted something together, I, as the instructor, would like to assign that submission to another group for peer review.

Proposed solution:

Add the "Between groups" option to the peer review in an assignment so that groups can be assigned as reviewers.
