[Peer Review] Let Faculty see rubrics completed during Peer Reviews

Problem statement:

When grading peer review assignments that allow partial credit for EITHER a comment OR a completed rubric, faculty need a way to see that the peer reviewer completed the rubric, without leaving a comment. The canvas complete/incomplete reporting only indicates which students have completed both steps. The speedgrader used to allow faculty to see the peer reviewers rubric, but that no longer shows up. Therefore, we need an alternative way to provide partial credit for students who only complete the rubric portion of the review.

Proposed solution:

Update the canvas complete/incomplete reporting to separately indicate the steps of a complete review (comment and rubric), and to allow faculty viewing the list to open either or both in a pop-up.

Problem statement:

In Speedgrader, I can't see the student's peer assessment rubric before submitting my own (as a teacher)."

Proposed solution:

Show the student's rubric before having to send the teacher's. This would make usability easier. Right now, if we want to review the student-submitted rubric before submitting our rubric as a teacher, we must exit Speedgrader.
