[Peer Review] Post peer comments as replies in peer-reviewed discussions

Problem statement:

I like the option of setting graded discussions with the option to have them peer reviewed. However, Canvas assumes peer review has to be done exactly like assignment marking comments. That's not always the case. We would like to use peer review requirement to "enforce" a degree of participation and discussion on particularly important topics.

Proposed solution:

When setting up graded discussions, within peer review section, give the instructor the option to select "post peer review comment as reply" to the student post.
