[Peer Review] Enable Annotation tools for Anonymous Peer to Peer reviews

Problem statement:

The annotation tools are not available for grading a Peer-to-Peer Review assignment when it is set up to review as "anonymous".

Proposed solution:

Have the annotation tools available in anonymous peer-to-peer review assignments. I do not want students to know who is reviewing their work, but students do not have access to the annotation tools when setting up the assignment as an anonymous peer-to-peer review. The annotation tools are only made available when student names are present and not anonymous.

Problem statement:

With the anonymous setting, the file submission for a peer review cannot be directly annotated by the peers in SpeedGrader. This is unfortunate because most of our peer reviews are anonymous and the wonderful possibilities of direct annotation in SpeedGrader cannot be used here.

Proposed solution:

Allow students to annotate a file submitted for peer review directly in SpeedGrader, even if it is set to anonymous. This is the only way for students to take full advantage of SpeedGrader.
