[Permissions] Allow non-TA Students to take attendance

Problem statement:

When there is a large class, it is easier to take attendance in groups with group leaders taking attendance. But the problem is taking attendance is only available to TAs and Teachers. Group leaders don't need to do any TA-related activities other than taking attendance. But there are no permission levels between Student and TA that would allow that.

Proposed solution:

Create a new level of permissions between Student and TA to allow for non-TA students to take attendance.
