Even with all the pairing code permissions turned off, the ability to link an observer to a student is still available in the people area for instructors/teachers. We use the observer role for many other purposes and have all abilities to see anything student related turned off on the observer. The ability for an instructor to circumvent everything and link a student to an observer goes against our University policies and depending on who they are adding, could very likely be a FERPA violation.
Either make the "Link to Student" tied to the ability to create pairing codes (serves the same purpose) or make it its own permission that admins could choose to turn off.
