[Permissions] Separate building/editing of pages and assessments from marking

Problem statement:

Our compliance and curriculum design teams create and validate pages and assessments to ensure accuracy and quality. However, the autosave functionality in the new quiz tool has led to unintended issues. Specifically, teachers have accidentally clicked the "duplicate" button for a question while working in the build section, which has negatively impacted both the student experience and grading.

Proposed solution:

I propose separating the building and marking processes into distinct functions, with the ability to restrict editing access through permissions settings. This approach would minimise accidental changes, safeguard grading integrity, and improve the overall user experience for students and teachers alike.
