[Permissions] View Files as an Account Permission

Problem statement:

I have a very limited account-level role that my student workers use. The permission "View Course Content" is off for them, so they cannot see what is actually in the course. They can see (but not edit) the course Settings page. One of the things I would really like them to be able to see is the remaining Course File storage, which is on the Files index page of a course. There is no setting that allows an Account role to view this page, and only this page. The Account permissions related to Files are all "Manage - Add/Edit/Delete" -there are no setting to explicitly allow viewing of files only.

Proposed solution:

Make "Course Files - View" a separate Account Permission Alternatively, make remaining file storage visible somewhere else, such as course settings.

Problem statement:

be able to edit which roles can see a file. now students see all files which creates unnecessary "noise"

Proposed solution:

such as observers, for instance practice supervisors who are assigned to a student and require instructions that the students should not see.

The comment from @DMMHSupport  (Which it seems like is another user submitted idea) is NOT the same as what I proposed. My problem statement is very specific: I want to be able allow ACCOUNT-LEVEL admin roles to view the Pages Index page, specifically so that they can view the Course file Storage percentage. 

@DMMHSupport 's comment is about course level roles (They specifically mention student), and their comment is more about being set permissions on a file-by-file basis, which is a different idea than setting "View" permissions for the entire Files Index page. I think that @DMMHSupport's issue could be resolved by using pages and/or modules. Student (or observers) who are enrolled in the course should not be using the Files Index page to find course content.

Not to say their idea isn't valid, it might be, but it isn't the same as what I posted.
