Problem statement:

Students have access to email other students and are continuously off task and bothering students from other classes with silly messages. Proposed solution:

Under admin permissions there is an option to have students only have access to email the teachers.

Thank you for sharing your idea with the Instructure Community!

I am happy to share that this feature is already available via the permissions tab at the account-level. With the Student role, find the Conversations-Send messages to entire class and ensure it's disabled. This will prohibit the students from messaging anyone except course Teachers.
