[Rubrics] Have the ability to resize the rubric when using Enhanced Rubrics in traditional view.

Problem statement:

The problem is when using Enhanced Rubrics with traditional view in speedgrader. The rubric is large and hides the student paper that is needed for grading. You can adjust the size of the paper before viewing the rubric, but it would be nice to adjust the size of the rubric while using it.

Proposed solution:

If you could adjust the size of the rubric when in speedgrader and using traditional view it would be super helpful for instructors.
