[Rubrics] Move Rubric Assessment Score to Bottom Near Submit Button

Problem statement:

When finishing grading a rubric, users must scroll to the top of the page to enter the assessment score, then scroll back to the bottom to enter any comments and SUBMIT. This requires scrolling/time especially when working on a smaller screen, eg, a laptop.

Proposed solution:

Move the box for the assessment score to the bottom near the SUBMIT button. Users can finish grading with the rubric by entering comments, entering the total score and SUBMITting at once, all in one area. TIME & WORK SAVER!
