[Rubrics] @Preview of rubric for large rubrics

Problem statement:

We have Enhanced Rubrics enabled, so when you go to an assignment with a rubric you can preview the rubric as a teacher. When you have a large rubric the right part of the rubric isn't visible and you first have to scroll down to use to horizontal scrolling bar to see the rest of the rubric.

Proposed solution:

It would be nice if you could - like in the SpeedGrader - expand the tray to make the whole rubric visible.
