[Rubrics] Share using 'Copy To' and 'Send To'

Problem statement:

We are working hard to increase the effectiveness of our PLC groups, and there is a lot of work that involves student feedback, measuring learning according to Standards/Outcomes, and reporting those measures via Proficiency Scales. Right now, we have not identified a way of being able to share Rubrics in Canvas between users. We know how to reuse and import Rubrics for a single user or shared course, but we aren't sure the best method to share Rubrics like you can content (via the "copy to" or "send to" features).

Proposed solution:

Create a way to share Rubrics between different users similar to the "copy to" and "send to" features that already exist. Selecting Rubrics is already a part of the course import process, so if there could be a way to increase the functionality of sharing Rubrics that would go a long way in helping our teachers share the workload and also encourage stronger collaboration, resulting in more efficient PLCs.
