[Rubrics] Update the way grade ranges are displayed in rubrics

Problem statement:

Instructors struggle to understand the < symbol in grade ranges. It is confusing to see the range (20 < 18) and understand that 18 would fall into then next range because the range means 19-20.

Proposed solution:

I would suggest that ranges display with a hyphen rather than a greater than symbol to make it easier (visually) for faculty and students to see what the ranges are each category. For example, it's much easier to see 15-20 and know that I can choose anything between 15 and 20 than it is to see 20 < 14.

Problem statement:

As a recent Canvas user (moving over from Moodle), both myself and some instructors that I have been assisting have found the rubric functionality unintuitive and a little bit confusing. When using the Range feature in the rubric you enter values as "x to > y", which to myself and the people I have helped is not an intuitive way of doing so and displays oddly to the students. The rubrics our instructors use often have rating columns, such as 0-2, 3-4, 5-6, 7-8 which does not translate particularly well to the rubric tool in Canvas, as the instructor is still assigning whole numbers. This is obviously possible if you have a column for every grade but that also adds a fair amount of potentially unnecessary text to the rubric while also making it quite large.

Proposed solution:

When using a range for the ratings in a rubric, instead of entering "x to > y" be able to simply enter the range as a student might see in a PDF version of the rubric. So if the lowest column in the rubric is 0-3, you enter the lowest mark as 0 and the highest mark as 3, then the next column would be 4-6 you enter he lowest mark as 4 and the highest mark as 6 and so on. The instructor then when marking can either manually enter a number or pick the column and adjust the score. Which is what you can do now, but the input from an instructor perspective and the way it displays to students is disconnected from what the rubric is trying to accomplish. Additionally, the option to have the rubric go from lowest on the left to highest on the right, where now the only option is have the highest on the left and lowest on the right.
