[SIS] Add TA/Professor notification when a student is enrolled via SIS import

Problem statement:

When students are manually added to a course via the Canvas GUI, they receive a course invitation and Professors/TAs get an email notification that "_______ has accepted the invitation to _______." However, no such notification exists for Professors/TAs when students are enrolled via the SIS importer. There is an option in the SIS documentation for "enrollments.csv" for the student to get notified, but there is no option in the SIS for the Professor/TA to be notified.

Proposed solution:

Add some sort of notification (email or Canvas banner or something else) for professors/TAs to receive when students are added to a course via SIS Import. This will help us for our "rolling enrollment" courses that do not operate according to traditional semesters/terms.
