[SIS] OneRoster: Sync Assignments without grades

Problem statement:

Currently, the OneRoster Grade Passback integration will only sync an assignment to a SIS once at least one submission has been graded. Some use cases require that assignments are available in the SIS even before they are graded.

Examples:

• Teachers may only grade assignments directly in the SIS
• Upcoming assignment due dates need to be included in the SIS for parent and student visibility

Proposed solution:

Please consider adding a SIS Integration configuration that allows admins to specify whether assignments will sync without any graded submissions.
