[SpeedGrader] Add a Way to Group Comments in the Comment Library

The comment library feature is being used by faculty at my institution; however, as the number of comments continue to increase in the library, managing them becomes more difficult with no way of grouping or categorizing them by assignment (for example). We're suggesting that Canvas update the feature to include a tool that allows the instructor to organize the comments (similar to Studio and Collections). Thank you.

Problem statement:

The Comments Library is extremely limited in functionality. Key issues include: Inability to sort comments by course Inability to sort comments by topic or keyword Inability to alphabetize comments Comments cannot be reorganized Comments cannot be downloaded in a batch for sharing with other instructors to import or upload Comment library cannot be easily revised. All must be deleted and recreated in the desired order. New comments cannot be added anywhere except last.

Proposed solution:

Fix all of the above so that the Comments Library: Can be sorted by course, topic, and keyword Can be alphabetized Can be reorganized or order of comments resequenced Can be downloaded and shared with other instructors Can be easy to revise.
