[SpeedGrader] Make Multiselect Sections in SpeedGrader a personalized setting

Problem statement:

The new SpeedGrader update causes teachers to add extra clicks in order to switch from one section to another.

Proposed solution:

If we make multiselect sections a setting that the user can turn off or on, this will allow each teacher to do what is best for their course and grading.
