[SpeedGrader] Support for .CPP files in SpeedGrader

Problem statement:

Users are unable to view CPP files in SpeedGrader, which in reality are just .txt files used in programming classes. Causing confusion since they work "intermittently" at times - Case Number 09686159, 09686074.

Proposed solution:

Other LMS products support this file type. CS instructors want to be able to grade students who are turning in these files. CPP is the main file type requested, but really all Source code (Java, PY, C, CPP, etc.) should work for CS instruction. For the purpose of the idea we can limit it to .cpp if needed. Long term, looking at what major competitors support, and a minimum matching that, would be good.
