[Speedgrader] Comment Library Enhancements

Problem statement:

There is a lot of instructor frustration regarding the comment library in Canvas, and how it makes things harder and some instructors don't even use it or are discouraged from using it due to its limitations. In it current state, it's very limited in its functionality with clicking multiple items, importing across courses, inline preview for attachments and videos. Thus, it creates a lot of stress and frutration for instructors who try to use it and stop using it due to it's limitations.

Proposed solution:

The proposed solution would a series of enhancements to the comment library which would include the following, an complete inline preview for attachments including photos, videos, which would show an inline preview much like the speedgrader but in the context of the comment library. In addition, the ability to click and select multiple items, and full functionality to download the comment library in a variety of file formats, and the full funcitonality and stability for importing across courses. In addition, an AI assistant feature which would instructors a smart preview of comments or variations of AI generated comments that learns from what the instructor has put in prior. These enhancements would reduce the burden and stress of faculty who are frustrated with the current functionality, and help to make their instruction easier and save them time as they grade and input feedback for their courses.
