[Speedgrader] Filtering By Groups only for Group Activities

Problem statement:

Currently when the setting to filter speedgrader by groups ("Launch SpeedGrader Filtered by Student Group" setting in course settings) is turned on it applies to every assignment, even if it is not a group assignment. We use groups for discussions, but not for assignments, when we go to grade an assignment it makes us choose a group, despite the assignment not using groups.

Proposed solution:

Only have assignments/discussions that are group assignments mandate that you filter the speedgrader using groups. Why should I have to filter an assignment that is not a group assignment into groups to use the speedgrader?
